Code of Publication Ethics
This Code aims to define the principles of publication ethics adopted by the journal “Afkar wa Affak”, published by University of Algiers 2 – Abou El Kacem Saadallah, in the dissemination of original and innovative scholarly articles, with the objective of achieving high academic quality and preventing unethical practices that undermine integrity, objectivity, and credibility.
- The publisher’s responsibility
The journal “Afkar wa Affak” is committed to applying the rules governing the publisher’s responsibilities in the following areas:
- Respecting the rules regulating scientific publishing in Algeria: The journal adheres to the general regulations governing scientific publishing in Algeria and, more specifically, to the technical procedures for manuscript submission, evaluation, and publication preparation implemented by the administration of the Algerian Scientific Journals Platform, thereby promoting the principle of creative and responsible scientific publishing.
- Decision to accept the scientific article for evaluation: The journal applies the principle that all submitted manuscripts are subject to the following conditions:
- Rejection of manuscripts that have been previously published, regardless of the language of publication or the extent of modification.
- Rejection of manuscripts simultaneously submitted to other journals, regardless of their review status.
- Rejection of manuscripts whose authors fail to comply with all the required conditions and guidelines for manuscript preparation, the use of the journal’s official template, and the procedures for submission through the platform.
- Rejection of summaries of academic theses, research reports, translations of articles, and book review reports.
- Decision to Publish
- The journal undertakes to publish manuscripts only after verifying compliance with copyright regulations, citation standards, and the ethical use of information and research findings, whether published or unpublished.
- The Editor-in-Chief is responsible for the publication decision, which is based on the results of peer review, the journal’s editorial policy, and compliance with legal requirements governing publication, particularly those related to preventing defamation, libel, copyright infringement, and plagiarism. The Editor-in-Chief may consult members of the Editorial Board or reviewers when making decisions in such cases.
- Commitment to integrity: The journal ensures fairness and integrity in the acceptance, evaluation, and publication of manuscripts, free from any non-academic considerations.
- Commitment to confidentiality: The Editor-in-Chief and editorial staff are required to maintain strict confidentiality when handling submitted manuscripts. Manuscripts must be treated confidentially and protected by all individuals who have access to them, including the Editor-in-Chief, Editorial Board members, and anyone involved in the editorial or publishing process. The results of peer review must likewise remain confidential and limited to the reviewer, the author, and the Editor-in-Chief.
- Use of non-publishable scientific articles: Under the responsibility of the Editor-in-Chief, the journal commits to maintaining the confidentiality of manuscripts deemed unsuitable for publication and to ensuring that no person involved in the publishing process accesses or uses their content in any form.
- Scheduling scientific article publication: The publisher reserves the right to schedule the publication of accepted manuscripts based on peer-review outcomes, after the author has completed all required procedures for validating references through their personal account on the platform, and once the Editor-in-Chief has verified the completion of these procedures in the required manner. Authors may not request special authorization to expedite publication for personal or professional reasons.
- The reviewer’s responsibility
The reviewer’s responsibility includes the following:
- Updating the personal account information on the platform: Reviewers are required to regularly update the information provided in their personal accounts, whether related to their professional status or scientific publications.
- Regular consultation of the personal account: To follow up on correspondence from the journal.
- Contributing to the publication decision: Reviewers play a fundamental role in the publication decision through the following actions:
- Notifying the Editor-in-Chief of their acceptance to review only after confirming receipt of the manuscript, its readability, and its relevance to their field of expertise.
- In the event of an inability to conduct the review, promptly using the designated option to decline the review.
- Informing the Editor-in-Chief of the review outcome, whether acceptance without revision, acceptance with minor revisions, acceptance with major revisions, or rejection.
- Providing guidance and recommendations to assist authors in improving and correcting their manuscripts.
- Providing authors with clear justifications in cases of rejection.
- Reviewing the requested improvements, amendments, and corrections, and expressing their opinion, either by accepting the manuscript or identifying aspects requiring further improvement.
In all cases, reviewers must update their evaluation on the original review form used during the initial assessment and submit the final decision in accordance with the procedures in place via their personal account on the platform.
- Adherence to deadlines: Reviewers must respect the deadlines set by the journal for manuscript evaluation and revision review. If unable to do so, they must inform the Editor-in-Chief and request exemption, providing justification to allow an appropriate decision.
- Confidentiality: Reviewers must preserve the confidentiality of the information contained in the manuscripts submitted for review and must not disclose, discuss, or use such information for personal scholarly work.
- Objectivity: Reviewers must justify their evaluation decisions with clear arguments and precise observations regarding rejection or required revisions, improvements, and corrections necessary to ensure quality and originality. They should also highlight the original contribution of manuscripts accepted for publication.
- Identification of missing references: Reviewers must identify key sources and references directly related to the manuscript topic that have not been cited by the author, providing accurate bibliographic details. They must also alert authors to any passages quoted without proper page references.
- Reporting unethical practices: Reviewers are required to inform the Editor-in-Chief of any breaches of publication ethics identified in the manuscripts reviewed, including plagiarism, data fabrication, or failure to acknowledge similar or overlapping works.
- Conflict of interest: Reviewers must decline the evaluation of manuscripts when they possess personal information about the author or the circumstances of the manuscript’s preparation or submission that could influence their judgment positively or negatively, or raise doubts about the integrity of the evaluation.
- Acceptance of the journal’s collaboration framework:
- Participation in manuscript evaluation is a voluntary activity aligned with the journal’s editorial orientation and its system of collaboration with expert reviewers.
- Reviewers are required to regularly consult their personal accounts on the platform to follow correspondence related to journal notifications or revised manuscripts submitted in accordance with their recommendations.
- Reviewers must respond to the evaluation of revised manuscripts by either confirming the original evaluation when revisions have not been implemented, modifying it to request further revisions, or changing it when the manuscript is accepted in its revised form, using the designated response procedures through their personal account on the platform.
- The author’s responsibility
The author submitting a manuscript to the journal is required to comply with the following scientific and ethical publishing standards:
- Acceptance of the journal’s publication rules regarding manuscript preparation, submission through the platform, and completion of any tasks required during the evaluation and publication preparation stages.
- Providing accurate information about data sources and statistics used in the manuscript and demonstrating permission for their use when such data are unpublished.
- Refraining from submitting manuscripts that are under review or awaiting publication in another journal.
- Avoiding practices that violate scientific standards in the use of information and results.
- Avoiding plagiarism and improper citation by failing to acknowledge sources of quoted passages or used statistics.
- Complying with citation and reference-listing rules in accordance with the journal’s prescribed format.
- Not listing individuals who did not contribute to the preparation and writing of the manuscript as authors, while clearly identifying the corresponding author in cases of multiple authorship and providing the required information for each author in accordance with the journal’s guidelines.
- Promptly informing the journal of any errors detected after submission and prior to publication, whether related to content, organization, or sources.
- Implementing all corrections, revisions, and amendments requested by reviewers or the editorial board.
- Accepting technical modifications introduced by the editorial board for publication purposes.
- Refraining from contesting reviewers’ comments; in cases of disagreement, the author may withdraw the manuscript.
- Retaining the data used in the manuscript and providing them upon request by the Editorial Board or reviewers.
- Declaring the absence of conflicts of interest to avoid influencing research results and interpretation, and disclosing all sources of financial support for the manuscript.
- The author may obtain a letter of acceptance for use within the limits permitted by law.
- Acceptance of the transfer of publication rights to the journal in any form.
- Relationship with readers
The journal seeks to establish cooperative relationships with its readers by responding to their inquiries and considering their feedback aimed at improving the quality of published articles.
مدونة مبادئ أخلاقيات النشر
تسعى هذه المدونة إلى تحديد مبادئ أخلاقيات النشر التي تعمل بها مجلة «أفكار وآفاق» الصادرة عن جامعة الجزائر2 أبو القاسم سعد الله في نشر المقالات العلمية الأصيلة والإبداعية؛ وذلك بهدف بلوغ الجودة العالية وتفادي الممارسات غير الأخلاقية المضرة بالنزاهة والموضوعية والمصداقية.
- مسؤولية الناشر
تحرص مجلة «أفكار وآفاق» على تطبيق القواعد الخاصة بمسؤولية الناشر في الجوانب التالية:
- احترام القواعد المنظمة للنشر العلمي في الجزائر: تلتزم المجلة بنشر المقالات طبقًا للقواعد المنظمة للنشر في الجزائر بشكل عام، وتطبيقا للإجراءات التقنية لاستقبال النصوص وتقييمها والإعداد لنشرها المطبقة من طرف إدارة البوابة الجزائرية للمجلات العلمية بشكل خاص، وتجسيدا للعمل بمبدأ النشر العلمي الإبداعي بشكل أخصّ.
- قرار قبول المقال للتقييم: تعمل المجلة بمبدأ إخضاع قبول المقالات التي تصل إليها لما يلي:
- رفض المقالات المنشورة سابقا بصرف النظر عن لغة كتابتها وعن مستوى تعديلها.
- رفض المقالات المرسلة إلى مجلات أخرى بصرف النظر عن وضعية معالجتها.
- رفض المقالات التي لا يطبق مؤلفوها جميع الشروط والقواعد المطلوبة في تحرير النصوص واستعمال النموذج المعتمد من طرف المجلة وإجراءات إدخالها في البوابة.
- رفض نشر ملخصات للرسائل الأكاديمية والبحوث وترجمات المقالات وتقارير قراءة كتب.
- قرار النشر
- تلتزم المجلة بنشر المقالات بعد التحقق من توفر شروط احترام حقوق الطبع والاقتباس واستعمال المعلومات ونتائج البحوث المنشورة أو غير المنشورة.
- يعتبر مدير النشر مسؤولا عن قرار النشر، ويستند في ذلك إلى نتائج التقييم العلمي من طرف المحكمين وسياسة المجلة والتقيد بالمتطلبات القانونية للنشر؛ خاصة فيما يتعلق بمحاربة التشهير أو القذف أو انتهاك حقوق النشر والطبع أو القرصنة. ويمكن لمدير النشر استشارة أعضاء هيئة التحرير أو المقيمين في اتخاذ القرار حول الحالات التي قد تُسجَّل في هذا المجال.
- الالتزام بالنزاهة: تحرص المجلة على احترام النزاهة عند قبول المقالات وتقييمها ونشرها، وبدون التأثر باعتبارات غير علمية.
- الالتزام بالسرية: على مدير النشر ومساعديه الالتزام بالسرية التامة في التعامل مع المقالات التي تصل إلى المجلة؛ ولهذا الغرض يجب أن يكون التعامل مع المقالات سريا وأن يُحافَظ عليها من قبل كل الأشخاص الذين يمكنهم الاطلاع عليها، مثل مدير النشر، أعضاء هيئة التحرير، أو أي عضو له علاقة بالتحرير والنشر. كما يجب أن يكون التعامل مع نتائج تقييم المقالات سريا ولا يخرج عن نطاق المحكم والمؤلف ومدير النشر.
- استعمال المقالات غير القابلة للنشر: تلتزم المجلة تحت مسؤولية مدير النشر بالمحافظة على سرية المقالات غير القابلة للنشر، وبالحرص على عدم اطلاع أيّ شخص له علاقة بإجراءات النشر على محتواها أو استعمالها بأي شكل كان.
- برمجة نشر المقالات: يحتفظ الناشر بحق برمجة نشر المقالات بعد قبولها من طرف مدير النشر بناء على نتائج التقييم وبعد قيام المؤلف بكل إجراءات تثبيت مراجع المقال في البوابة من حسابه الشخصي في البوابة، وبعد تحقق مدير النشر من إتمام هذه العملية بالكيفية المطلوبة. ولا يمكن للمؤلف طلب ترخيص لتقديم نشر مقاله لدواعٍ شخصية أو مهنية.
- مسؤولية المحكم
تشمل مسؤولية المحكم الجوانب التالية:
- تحين معلومات الحساب الشخصي في البوابة: على المحكم القيام بالتحيين الدوري للمعلومات التي أدخلها في حسابه الشخصي؛ سواء تعلق الأمر بوضعيته المهنية أو بمنشوراته العلمية.
- التصفح الدوري للحساب الشخصي: للاطلاع على مراسلات المجلة.
- المساهمة في قرار النشر: يساهم المحكم في اتخاذ القرار بشكل أساسي وهذا من خلال:
- عدم إشعار مدير النشر بقبول التقييم إلا بعد التحقق من استلام النص وقابلية قراءته وتطابقه مع التخصص العلمي.
- في حالة التعذر عن القيام بالتقييم، يتعين عليه استعمال الخانة المخصصة لرفض التقييم وذلك في أقرب الآجال.
- إفادة مدير النشر بمعلومات حول نتائج تقييمه بالقبول بدون تعديل أو بالقبول بإجراء تعديلات بسيطة أو بالقبول بإجراء تعديلات جوهرية أو بالرفض.
- تقديم إرشادات وتوجيهات للمؤلف لمساعدته على تحسين مقاله وتصويبه.
- تزويد المؤلف بتوضيحات حول رفض مقاله.
- مراجعة التحسينات والتعديلات والتصويبات التي طلبها لإبداء رأيه؛ سواء بالقبول أو بتحديد الجوانب التي تتطلب مزيداً من التحسين أو التعديل. ويتعين عليه في كل الحالات إدخال التعديلات التي يراها مناسبة لقرار مراجعته على بطاقة التقييم التي سبق له وأن قام بملئها عند قيامه بالتقييم الأول، ثم إرسال نتيجة تقييمه باتباع الإجراءات المعمول بها انطلاقاً من حسابه الشخصي في البوابة.
- التقيد بالآجال: على المحكم احترام الآجال المحددة من طرف المجلة لتقييم المقالات ومراجعة التعديلات والتحسينات؛ وإذا تعذر عليه القيام بذلك، عليه إشعار مدير النشر لطلب الإعفاء مع تقديم التبريرات التي تسمح لمدير النشر باتخاذ القرار المناسب.
- السرية: على المحكم الحرص على المحافظة على سرية المعلومات الواردة في المقالات التي تعرض عليه لتقييمها؛ وهذا بعدم الإفصاح عنها للغير أو مناقشة محتواها مع الغير، أو حتى استعمالها في كتابة مقالاته الشخصية.
- الموضوعية: على المحكم تبرير قرار تقييمه بالحجج والملاحظات الدقيقة حول رفض المقال أو إجراء التعديلات والتحسينات والتصويبات التي يراها ضرورية لبلوغ الجودة والأصالة. كما عليه أن يبرز المساهمة الأصيلة للمقالات التي يقبل نشرها في شكلها المقدم من طرف مؤلفيها.
- تحديد مصادر إثراء المقال: على المحكم تحديد المصادر والمراجع المعتمدة بصفتها أساسية وبارتباطها مباشرة بموضوع المقال والتي لم يذكرها المؤلف مع تحديد دقيق لمعلوماتها الببليوغرافية، كما يتعين عليه تنبيه المؤلف إلى المراجع التي نقل عنها فقرات دون توضيح صفحات الاقتباس.
- التنبيه إلى الممارسات المخلة بأخلاقيات النشر العلمي: على المحكم إبلاغ مدير النشر بحالات الإخلال بأخلاقيات النشر العلمي التي سجلها في المقالات التي قيّمها، سواء كانت غشاً أو سرقة أو عدم ذكر أعمال مماثلة أو متشابهة أو متداخلة مع العمل قيد التحكيم.
- تعارض المصالح: يتعين على المحكم رفض تقييم المقالات التي يملك حولها معلومات خاصة بالمؤلف أو بظروف كتابتها أو تقديمها للنشر بالمجلة والتي قد تؤثر في تقييمه إيجابيا أو سلبيا او قد تثير شكوكا حول نزاهة تقييمه لها.
- قبول نظام التعامل مع المجلة:
- المساهمة في تقييم المقالات عمل تطوعي قائم على التطابق مع توجهات واختيارات المجلة في مجال النشر العلمي ونظام تعاملها مع الخبراء المتعاملين معها.
- يتعين على الخبراء المتعاملين مع المجلة التصفح الدوري لحسابهم الشخصي على مستوى البوابة للإطلاع على المراسلات التي تصل إليهم حول إخبار المجلة أو حول النصوص المعدلة وفقًا لتوجيهاتهم.
- يتعين على الخبراء الرد على نتائج تقييمهم للمقالات المعدلة سواء بتثبت محتوى بطاقة التقييم الأصلية في حالة عدم قيام المؤلف بالتعديلات المطلوبة منه أو بتعديل هذا المحتوى لمطالبته بمواصلة إجراء التعديلات في حالة عدم قيامه بكل ما طلب أو بتغيير نفس المحتوى في حالة قبول المقال في صيغته الجديدة، وفي كل الحالات عليه استعمال إجراءات الرد انطلاقا من حسابه الشخصي في البوابة.
- مسؤولية المؤلف
تتمثل مسؤولية المؤلف الذي يقدم مقاله للنشر بالمجلة في احترام القواعد العلمية والأخلاقية الخاصة بالنشر التالية:
- قبول قواعد المجلة في مجال النشر فيما يتعلق بتحرير المقال وإرساله عبر البوابة والقيام بالأعمال التي قد تطلب منه أثناء مراحل التقييم والإعداد للنشر.
- تقديم توضيحات دقيقة عن مصادر المعلومات والإحصائيات التي استعملها في مقاله، وإثبات موافقة أصحابها على استعمالها في حالة ما إذا لم تكن منشورة.
- عدم إرسال مقال هو قيد المعالجة أو في انتظار النشر في مجلة أخرى.
- تفادي الممارسات المخلة بالمعايير العلمية في استعمال المعلومات والنتائج.
- عدم تعمد السرقة أو الاقتباس وذلك بعدم ذكر مصادر الفقرات المنقولة والإحصائيات المستعملة.
- احترام قواعد كتابة الإحالات وقائمة المراجع وتدوينها بشكل دقيق وفقًا لنموذج المجلة.
- عدم ذكر أشخاص لم يشاركوا في إعداد وكتابة المقال كمؤلفين له، مع ضرورة تحديد المؤلف المسؤول في حالة اشتراك عدة مؤلفين في كتابة المقال المقدم للنشر وذكر المعلومات المطلوبة حول كل منهم وفقًا للقواعد الخاصة بالمجلة.
- الحرص على إبلاغ المجلة بالأخطاء عند التنبه بوجودها بعد إرسال المقال للمجلة وقبل نشره؛ سواء في محتوى المعلومات أو في تنظيم عرضها أو في ذكر مصادرها.
- إجراء التصحيحات والتعديلات والتصويبات المطلوبة من طرف المحكم أو هيئة النشر.
- قبول التعديلات التي قد تدخلها هيئة النشر للمجلة لدواعٍ تقنية خاصة بعملية النشر.
- تفادي الرد على تحفظات وملاحظات التقييم، وفي حالة عدم الاقتناع بها عليه سحب المقال المقدم للنشر.
- الاحتفاظ بالبيانات الخاصة التي استخدمها في مقاله، وتقديمها عند الطلب من قبل هيئة التحرير أو المحكم.
- الإفصاح عن عدم تضارب المصالح، تفاديا لتأثير وجدوها على نتائج البحث وتفسيرها، كما يجب عليه الإفصاح عن مصدر كل دعم مالي لمشروع مقاله.
- يمكن للمؤلف أن يحصل على وثيقة وعد بالنشر لاستعمالها في حدود ما يسمح به القانون.
- قبول التنازل للمجلة عن حقوق النشر في أي شكل من الأشكال.
- العلاقة مع القراء
تحرص المجلة على إقامة علاقات تعاون مع قرائها بتقديم توضيحات على استفساراتهم وبالعمل بملاحظاتهم الرامية الى تحسين جودة المقالات المنشور ة.
